Colonel William R. (Rich) Higgins, USMC, disappeared on Feb. 17, 1988, while serving as the Chief, Observer Group Lebanon and Senior Military Observer, United States Military Observer Group, United Nations Truce Supervision Organization (Palestine).

Captain Higgins served in Vietnam in 1972 as an infantry battalion Advisor to the Vietnamese Marine Corps, then served as a rifle company commander with C Company, 1st Battalion, 4th Marines.

After being held captive by pro-Iranian terrorists in Lebanon, Col. Higgins was murdered. The exact date of death is uncertain; however, he was declared dead on Jul. 6, 1990. His remains were eventually recovered and interred at Quantico National Cemetery Dec. 30, 1991.

Col. Higgins' military decorations include: the Defense Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit (posthumous), Bronze Star with combat "V", Purple Heart (posthumous), Meritorious Service Medal, Navy Commendation Medal with bronze star and combat "V", Combat Action Ribbon, Vietnamese Cross of Gallantry with silver star, Staff Service Honor Medal, United Nations Medal, and numerous unit commendations and campaign ribbons.

On Mar. 18, 1992, President George Bush awarded Col. Higgins the Presidential Citizens Medal (posthumous).

The biography below was written by Mark’s mother.. Marlene Richey

Mark was born on a cool October night in Moab, Utah. He joined brother, Montie, who was 2, and sister, Kim, who was 11 months. Mark was my third October baby. A year and half later, sister, Kathy joined the family. Mark’s dad worked in the oil fields, so Mark had many moves in his life.

Mark attended grade school in North Dakota and Montana. For three years we lived on Malta Island in the Mediterranean sea, where the children attended an English school Academy. Also here at Malta, (which was a seaport for American ships at that time,) Mark first became interested in wrestling. His coach, an American over there with RCA, also came to Mark's funeral, though it had been 29 years, since they had been together. Mark excelled in wrestling and placed 2nd in State of Montana, in his senior year. Mark graduated from Glendive, Montana high school in 1973. His 'home town', if he had one, was Glendive, where he attended 5th grade and then his last three years of high school. Mark went into Army after attending a quarter or so at Bozeman, Montana. Mark knew his Lord Jesus at the age of 15, but not until after meeting Lynn, did he start studying more in God’s word.

Mark did his basic training at Ft. Ord, CA and then to Ft. Leonard Wood, MO. Where he received three letters of Commendation from his commanding officers at Ft. Leonard Wood.

When he finished his first tour of duty in the Army, he attended Pillsbury Baptist Bible College, where he met his future wife, the mother of his five children.

Mark also attended ORU at Tulsa and graduated medical school from Oklahoma State in 1989. He completed his residency at Fitzsimmons in Denver and then was assigned to Heidelberg, Germany, where he and his family spent the last three years of his life. Mark died of a 'massive cerebral hemorrhage' at the age of 41 years old. A memorial was held at Heidelberg, his funeral was at Denver.

Mark was always a leader, a wonderful son, husband, daddy, brother and friend. Many attended the memorial services in Heidelberg and his funeral in Denver. The clinic at Heidelberg dedicated "McDowell Memorial Gardens", in honor of Mark, on the 1st anniversary of his passing.

Mark was not only a soldier for America but, a Soldier In Christ. To know Mark, was to hear about our Lord and Savior Jesus Christ.
