Powers: Zookeeper could shapeshift into any known non-human animal, and possessed all the abilities of said animal.

History: Samuel  Register worked as a geneticist in Lamumba, Africa, alongside Mark and Marie Logan. The Logan's son Gar suffered a fatal animal bite from a green-capped monkey, having been infected with the Sakutia virus. The Logans attenuated the virus, enabling Gar to survive. Gar later became the hero Beast Boy, able to transform into any known animal. Register became obsessed with the virus, eventually infecting himself with a mutated strain. Gaining similar powers to Gar he became the villain Zookeeper.

(Villains United: Infinite Crisis Special #1) - The Society made plans for a worldwide prison break to free every incarcerated supervillain, and they sent Mammoth to free the Slab's inmates. Zookeeper was one of the released inmates, and together with the other freed villains they managed to get past a group of superheroes sent by Oracle to try and quell the Slab breakout.
