History: (Adventure Comics I #260) - Vidal and members of the Intergalactic Patrol learned of the existence of Superboy on Earth, and discovering that he was the last survivor of Krypton, decided to find a loving couple to adopt him. The Intergalactic Patrol created a bogus emergency in space to occupy Superboy while Vidal traveled to Earth and posed as Allen Greene, an orphan at the Smallville County Orphenage that needed a home for a month while the orphanage was renovated. He was taken in by Ma and Pa Kent.  He revealed to the Kents that he was Vidal of the Intergalactic Patrol on a very important mission, but refused to reveal the details to them. While Superboy was busy in space Vidal posed as Superboy, preventing various catastrophes across the globe. He also purposefully put his Superboy "secret identity" on the line in Smallville, and was impressed with the fact that the Kents kept the other residents of Smallville from uncovering his dual identity. Vidal determined that the Kents were loving and savvy enough to protect Superboy's secret identity, so he made them promise to adopt Superboy, then flew off, never knowing that the Kents had adopted Superboy (Clark Kent) years ago.

Due to the Crisis on Infinite Earths, Vidal's existence was erased from DC continuity.

In post-Crisis continuity the Time Trapper created a Pocket Universe that replicated Superboy's pre-Crisis history. If I'm not mistaken the only planets in the Pocket Universe were Earth and Krypton, so Vidal may or may not have existed post-Crisis in the Pocket Universe. Any comments?
