History: (Damage #1) - Steelhawk, an employee of the Baron, broke Metallo’s head out of prison and outfitted him with a new robot body powered by plutonium. He told Metallo Symbolix had hired him to kill Grant Emerson, a boy who’d recently gained superpowers.
(Damage #3)- Steelhawk oversaw a large delivery of the Stardust drug to Baron Blitzkrieg. Blitzkrieg informed him there was an undercover agent from the Bureau of Meta-Human Affairs trying to prevent Stardust from reaching the streets, and Steelhawk went off to identify and eliminate him.
(Damage #5, 6) - Steelhawk learned that the undercover agent was Iron Munro, but by the time he found him he’d destroyed a warehouse full of Stardust in a fight with the Baron. Steelhawk fought Munro, but Munro was soon aided by Damage. The New Titans, who wanted Damage, interrupted the fight. Iron Munro convinced the Titans he was a hero and they all turned their attention to Steelhawk. Steelhawk welcome the battle because he thought it would look good on his resume. The fight ended when Munro, Damage and Steelhawk were caused in a temporal distortion field caused by Zero Hour. They landed in 1964 and saw a pregnant Phantom Lay being pursued by the Baron. Steelhawk freaked out and chased after them while Munro and Damage returned to the present.
