Powers: Silica was a sentient computer system that ran the L.E.G.I.O.N. systems and controlled their robotic peacekeepers.

History: Vril Dox created the sentient program Silica to run L.E.G.I.O.N.s' networks

(R.E.B.E.L.S. #1, 3) - Starro took control of Silica, and used her to usurp L.E.G.I.O.N. from Vril Dox. Dox fled to Earth to recruit a team to help him regain control. The Omega Men continued to rack up warrants in the aftermath of the Rann-Thanagar War, and they visited Lunestus, where Tigorr had black-market contacts. Before making his rendezvous he saw L.E.G.I.O.N. droids destroy the planet's city hall, and fled back to the Omega Men ship. They flew off when Silica, the computer controlling the droids, announced that all L.E.G.I.O.N. clients were now property of that organization. A L.E.G.I.O.N. ship fired at the Omega Men, and they escaped by entering hyperspace. They knew even Vril Dox wasn't that nasty, so L.E.G.I.O.N. must be under new management. The Omega Men later snuck into Maltus, and the living cosmic storm Erg destroyed Silica's form, revealing the Starro inside her.

(R.E.B.E.L.S. #5, 6) - Vril Dox sent his teammate Wildstar to Maltus to retrieve the remains of Silica. Vril used Silica's failsafe programming to regain control of his L.E.G.I.O.N. peacekeepers. They left their client planets, flying to Maltus, forming a forcefield around the planet, effectively trapping Starro and his legions. Silica told Vril she loved him, and he had her activate her self-destruct protocol. Starro was in a fury, warning Vril he had no idea what a powerful enemy he'd made.
