Belcher had a successful career in the military until he was section eighted because of severe stomach ulcers. Cerberus contacted him, fixed his health issues by making him into a cyborg, and made him his lackey. Belcher was teamed with Rorc to carry on Cerberus' vendetta against LexCorp in Metropolis. They fire-bombed the Newstime building and delivered Cerberus' message that all of Metropolis would burn if LexCorp didn't submit to his demands. LexCorp folded, but Belcher's love of destruction made him disobey orders and shoot napalm missiles at the Metropolis bridge as citizens were fleeing the city. Orphan Keith stumbled on Belcher and Rorc's hideout, and Belcher was ready to kill him because he despised children, but Keith shouted for his friend Superman, who easily dispatched the villains. He questioned them about Cerberus, and because they were ready to talk their master remotely shut down their cyborg bodies.
(Superman: The Man of Steel #3) - The comatose Belcher and Rorc were placed in the Metropolis police's Paranormal Detainment Unit.
