After she latched onto a victim's fears they eventually fell into a catatonic state.History: (Justice League Adventures #10) - A young albino woman found herself ostracized i her hometown because of her looks and choice of clothing. She gained magical powers and became Screamthief. She terrorized Metropolis with a group of monsters conjured from the fears of a girl she kidnapped, and when the Justice League responded to this threat she created more monsters based on the Leaguer's fears. Superman tried to rescue Screamthief's hostage, but unfortunately the girl feared that Screamthief could find a way to beat Superman. Screamthief latched onto this fear, created a Super-Slaughterer gun that gravely injured Superman, then fled. She returned to her hometown, kidnapped another child, and sent a new army of monsters on a rampage. The League came to the rescue, and Martian Manhunter disguised himself as Superman, so when she tried using the Super-Slaughterer on him it had no effect; it would only harm the real Superman. Seeing "Superman" unharmed inspired the civilians around Screamthief to stop fearing her, and her power began to fade. Manhunter realized the only fear still powering her was her own fear of being alone. He calmed her down, and once she stopped being afraid all her monsters disappeared and she surrendered.

I'm making the assumption that Screamthief's powers were magical in nature, because her powers faded away after she handed her earrings over to the Justice League.
