History

(Action Comics I #11) - Scoop's ace shot hit Rusty directly on the belt buckle, so he was unharmed, and feigned death. Lefty welcomed "One Eye" to the gang and set him up in Connecticut. Rusty reported to the paper about the hot car dealers, called the G-Men, and accompanied them as they arrested most of Lefty's gang. Lefty and Mace feared being pinched next, and fled to Connecticut. They spotted Rusty tailing them, and knew One eye had duped them. They held him at gunpoint just as the G-Men arrived. Scoop dropped to the ground, giving the G-Men opportunity to fire, but Mace, furious, shot at him on the ground.

In the pre-Crisis on Infinite Earths DCU Scoop lived on Earth-2.
