Powers: Scavenger could teleport, and had a cybernetic eye that shot laser, and a cybernetic hand that shot paralysis gas. He used a variety of pillaged hi-tech weapons.

History:  Scavenger guarded his past, but claimed he'd wronged a godlike being, and had to prepare for a future confrontation with him. He traveled the world plundering talismans and other objecs of power.

(Adventures of Superman #533) - Scavenger set off a bomb in Metropolis, and Superman prevented it from injuring anyone. Scavenger told him he had planted numerous bombs worldwide and sent Superman off to find them. The rest of the bombs were duds meant to distract Superman until Scavenger had time to steal the coins of power from the Metropolis Museum of Art. He nearly got the coins, but Superman showed up in time to stop him with the help of Impulse and Alpha Centurion. The defeated Scavenger teleported away to avoid capture, and cursed the heroes for keeping him from preparing for a battle against his immortal enemy.

(Green Arrow III #33) - Scavenger found Green Arrow's Arrowcar in the possession of a retired firefighter, and wanted it for his upcoming war. The fireman told Scavenger he could bid for it on an auction site, which Scavenger did because he had an ethical dilemma taking it by force because the fireman'd acquired it legally. Green Arrow won the auction, and then Scavenger tried to take it by force, but Arrow led him on a chase, and Scavenger flew into the side of a Mack truck, ending the chase.
