PowersScapegoat was a skilled fighter, and couldn’t feel pain. His costume was sewed to his body to safeguard his secret identity.

History(Marshal Law (Epic) #2, 3) - Scapegoat was given his powers by S.H.O.C.C. but became a paranoid schizophrenic who sewed his costume to his body to protect his secret identity. He was a masochist who was extremely frustrated that his superhuman body couldn’t feel pain. Scapegoat and several other dangerous superheroes were locked up by S.H.O.C.C. in Psycho Silo Seven, which was located underneath the Superdrome, an amusement park that served as propaganda for S.H.O.C.C. and superheroes. Hero hunter Marshal Law was at the Superdrome, on the trail of serial killer Sleepman, who killed his girlfriend Lynn Evans and released the evil rejects locked up under the Superdrome, including the Betrayer, Hitler Hernandex, Grimgram, Rimfire, Scapegoat and Slug Fest. They went on a murderous rampage and Marshal Law turned his attention to the escaped heroes, killing Blue Murder by shooting him through the chest. Marshal Law gunned down Grimgram and Rimfire before he noticed the Sleepman and lost all interest in the others. Scapegoat was arrested by the SFPD and confessed to being Sleepman, hoping he’d end up getting the death penalty.
