Powers: Robert April was a trained Starfleet captain and an exceptional military strategist.
History: (Who’s Who in Star Trek #1) - Robert April graduated Starfleet Academy and became an instructor, renowned for his extensive knowledge of military tactics. He was assigned the first captain of the U.S.S. Enterprise. April entered and won a contest to devise a program to test prospective captains to deal with loss and defeat with his Kobayashi Maru scenario. After four years April was promoted to commodore and command of the Enterprise was handed over to Captain Pike. April viewed his days as Enterprise captain as the best days of his life. He served as a UFP ambassador for over 20 years when he reached the mandatory retirement age of 75. April petitioned the UFP to keep his position, but was denied. April boarded the Enterprise, now commanded by Captain Kirk, once again to travel to his retirement ceremony on Babel. The Enterprise entered another dimension after an encounter with an exploding star, and in this dimension time ran backwards, transforming the crew into children. April took command of the Enterprise and returned the crew to normal using the ship’s transporter, which held copies of the crew’s molecular structure prior to deaging. April and his wife Sarah decided to return to their true age, seeing no way to improve on the years they’d already spent together. Because of his bravery the UFP granted April’s request to remain a Federation Ambassador.

Robert April, along with the rest of the characters from DC Comics run on Star Trek, were not part of the mainstream DC Universe. To simplify matters, I refer to these characters as inhabiting Earth-Star Trek. Surely, somewhere out there in the DC multiverse, there's a Star Trek universe, or there would be if DC still had the rights to make comics about Star Trek.
