Powers: Riot possessed superhuman speed and agility and could create multiple duplicates of himself.History: Frederick Legion stole a temporal phase shifter to make multiple copies of himself in an effort to ease his workload at his job. Using the phase shifter altered his appearance and drove him mad. As Riot he went on a looting spree that was stopped by Superman.

(Batman & Superman: World’s Finest #10) <one year ago> Lonnie Riven broke Riot, Anomaly, Metallo, Toyman, Hellgrammite and Bloodsport out of Stryker’s Island Prison and suggested they move their criminal operations into Gotham City. Once in Gotham City Riot and his allies were confronted by a group of Arkham Asylum inmates that recently escaped thanks to Lonnie’s brother Donnie. The Arkham and Stryker breakouts had been set up by Two-Face, who hoped the villains would destroy half of Gotham when they fought each other. Riot squared off against Joker, but both villains gave up after Superman, Batman and their respective allies arrived on the scene.
(Superman / Batman #3) - Riot and a number of other supervillains attempted to collect the billion dollar bounty President Luthor placed on Superman’s head but failed.
