History: (The Authority I #18-20) - The Doctor had served as Earth's shaman and healer since the dawn of humanity, and in 1967 the new Doctor chosen to wield unimaginable magic power turned out to be a racist psychopath. He was filled with rage because of insecurity about his manhood, and was only turned on by atrocity. He committed genocide in three nations, and was only stopped when all Earth's superheroes teamed up to defeat him. The spirits of the previous Doctors lived in the Garden of Ancestral Memory and offered advice to their successors, but kicked the Renegade Doctor out. He was put in a temporal prison constructed by Before Christ, Lt, held incarcerated 20 MYA. An alien incursion terraformed the Earth, panicking the planet, and the Renegade spoke to the Earth, convincing it to wipe out humanity. The Earth caused worldwide natural disasters, killing millions, and the Authority evacuated Earth's population to parallel realities. The Authority's Doctor found out what the Renegade was doing, and he promised to leave the Earth alone if the Doctor restored his powers for one hour. The Authority acquiesced, and met the Renegade in an empty desert. The Renegade engaged in a battle where he tried to traumatize the Authority, going so far as to go back in time and assault Engineer when she was young. Midnighter recruited the heroes of Alternative-838 to fight the Renegade, but he vaporized them. The Renegade decided to destroy Earth to show the Authority that they had achieved nothing, and he threatened to kill God. The Doctors of the Garden of Ancestral Memory were quite cross with the Doctor. They doubted he was the person for the job after he ODed, and they thought he was mad for giving the disgraced Renegade his powers back, but the Doctor assured them he had a plan. The Renegade achieved enlightenment, and realized what a horrible person he was and how awful his actions were. He broke down sobbing, and Apollo blasted him with heat-vision, turning him to ash.
