Rattler thought he was a crackpot, and after Tina learned how to operate the time machine they turned on Uno. Plastic Man pursued Rattler, who used Uno’s disintegrator ray to turn Plas into a puddle. Rattler  was originally a Quality Comics character, which DC obtained the rights to in 1956.
