Powers: Ratcatcher has learned how to train rats to attack people at his command and obey other orders. He summoned them with a whistle, and they apparently responded to verbal commands. Ratcatcher usually carried a gun, and was a poor fighter.
History: (Detective Comics #585) - Flannegan was a Gotham City Sanitation Department ratcatcher who somehow learned to train rats to follow his commands. He killed a man in a bar brawl and was given ten years in prison. Following his release he began kidnapping people involved with his trial, including the judge, a warden and a witness. For five years he kept his victims hostage in Gotham’s sewers. He lived there as well, and spent all his time training an army of rats. Judge Hogan escaped the sewer, but was quickly followed by the Ratcatcher. Once the Judge reached the streets he was killed by Ratcatcher’s trained rats. Batman set a fire in the sewers that consumed Ratcatcher's the army of rats, and captured him before he could kill his remaining prisoners.
(Detective Comics #679) - Ratcatcher escaped Blackgate prison during a parole hearing and returned to his beloved rats. He summoned thousands of rats to clog Gotham's main aqueduct in hopes of flooding the city, but was apprehended by Batman (Dick Grayson).
(Batman: Blackgate #1) - Ratcatcher and a number of other prisoners escaped from Blackgate, but were shortly thereafter returned to jail by Batman.
