Bracuda set up a criminal organization in Brideshead, paying off the local police, and driving the small-time criminals out of the business under threats of death. He established a meth lab and a chop shop, and
had his men steal a famous painting from the Brideshead art museum, conveniantly putting the frame on Catwoman. Catwoman witnessed drug dealers gunned down by Bracuda's men for competing with him, and attacked them. She soundly beat them, telling them Brideshead belonged to her, and the neighborhood cheered her on for standing up to the man everyone else was afraid of. Bracuda was furious that Catwoman was going after him, and his machismo despised a woman hurting his business. She ransacked his Brentwood mansion, and in a rage he attacked the guards that failed to stop her, beating them senseless before ripping out their throats with his teeth. Bracuda had forced Storrow Street shop owners from their livelihoods to set up a front for his criminal enterprise, but they organized and started a riot with Bracuda's men. Bracuda was not worried until the police, whose corruption was being rooted out by Commissioner Gordon, arrived. He watched the chaos from his apartment on Storrow Street, and was ready to flee when Catwoman confronted him. They had a violent fight, and he told her that if she wasn't such a man he would make love to her. She warned him that the GCPD would soon arrive to take him to prison, and he agreed to cut his losses and leave her neighborhood.(Showcase '93 #5, 6) - Bracuda went to the Coit Pyramid building and had his men perform a heist so he'd have some fast cash. He took a steam bath in the building to relax while his men worked, but was confronted by the hero Robin,
who anted him brought to justice. They fought fiercely, with Robin wondering if he was man or beast, but Robin managed to outfight his larger foe, and Bracuda was arrested by Commissioner Gordon. Bracuda called his lawyer, and was soon released for lack of evidence. He was furious that Robin embarassed him, and put a contract out on the boy. Robin learned of the contract, and arranged a meeting with Bracuda, hoping he'd make an attempt on his life so there'd be solid evidence to have him arrested. Robin asn't disappointed, as Bracuda drew a gun as soon as they faced each other. Robin disarmed him, and the GCPD arrested Bracuda again.(Showcase '93 #11, 12) - Bracuda's conviction was overturned on grounds of entrapment, and he fled to NYC, where his friend Big Chulo helped him kill gangster Spinsosa and move in on his operations. They set up a drug deal with Chulo's old cellmate Estes, but it was interrupted by Robin and Nightwing, who'd pursued Bracuda from Gotham. They fought intensely until Estes lobbed a grenade at the heroes. The explosion knocked them unconscious, and the villains fled. They made their way to a warehouse to store the drugs, but their former partner No-Nose-Estes had been arrested by the NYPD and led the cops there. The villains managed to capture the cops, and after restraining them Bracuda set the warehouse on fire to eliminate all of the evidence against him. He relished the idea of watching the cops burn, but the recovered Robin and Nightwing arrived to save the day, and after a pitched battle Bracuda and Chulo were handed over to the NYPD.
