Powers: Plunder wore body armor and was armed with a number of firearms. He was a master marksman.
History: Plunder was a denizen of a mirror dimension that was fading into no-existence. He encountered Flash III, who had been trapped in the mirror dimension by Mirror Master II, and when Flash escaped back to Earth so did Plunder.
(Flash II #177) - Despite their previous encounter, Mirror Master offered Plunder a position in the New Rogues if he proved his worth. Plunder earned his spot on the Rogues by shooting Chunk with a bullet was made of white dwarf star matter that caused Chunk’s powers to go haywire. The Rogues were intent on eliminating all of Flash’s allies, and Chunk was the first to go.
(Flash: Iron Heights) - Plunder and the Rogues helped Murmur, Girder and Weather Wizard escape from Iron Heights, and welcomed them as new members of the team.
(Flash Secret Files #3) - Plunder and the Rogues sent Murmur to slaughter his enemies at radio stations KKEY and KKSS, using this as a cover to have Mirror Master set up mirror devices that would be activated by the radio stations. The mirrors would, when the time was right, set up a mirror around Keystone City that would cut it off from the outside world.
(Flash II #183) - Morillo’s partner Fred Chyre realized there was something wrong with Morillo, and Plunder admitted he was an imposter. Mirror Master then appeared and trapped Chyre in a mirror, eliminating another of Flash’s allies.
(Flash II #184, 185, 187, 188) - Plunder gave Chyre a beating, and then dug a grave for him next to Morillo. As he prepared to execute Chyre, Morillo’s regeneration power kicked in and he burst from his grave. He beat Plunder senseless and warned him to stay far away from his wife in the future. Plunder recovered and went to Hunter Zoloman’s office, holding him at gunpoint until Chyre and Morillo arrived. The police officers worked together to overpower him.
(Flash II #192, 193) - Gorilla City gorillas tore apart the Heights and freed prisoners, including Plunder, in order to find Gorilla Grodd’s cell. Flash came to the Heights and was attacked by Plunder and the other freed villains. Their superior numbers had him beat when Gorilla Grodd appeared and claimed Flash for his own. Plunder and the others fled the prison.
(JLA #80 (BTS)) - Plunder took a hit in Gotham City, but was driven off by Batman, who made sure he wouldn’t return to his city.
(Flash II #207, 208) - Keystone City; Plunder, Abra Kadabra, Tar Pit and Trickster disrupted a parade honoring Flash. They were defeated by Flash I, Flash III and Kid Flash II.
(Flash II #217) - Plunder and the Rogues held a funeral for Captain Boomerang in Avernus.
(Flash II #222, 223) - Top mind-controlled Plunder, Girder, Double Down, Murmur and Tar Pit to act as his Rogues, and then challenged Captain Cold for the leadership of the Rogues. Cold killed Top for causing dissent among the Rogues while Top’s flunkies attacked Flash. Flash fought them off, but then Zoom, who wanted a private fight with Flash, shattered Plunder into mirror shards, killing him to show he was serious.
