Powers: The Phantom seemingly possessed superhuman strength and durability. These powers may have been innate or the result of wearing a bulletproof costume.

History: Nothing has been learned of the Phantom's origins or motivations. He first appeared at the New York World's Fair on April 30, 1939, assaulting NYC's mayor Fiorello LaGuardia, and officially declaring the Fair haunted. On June 10, 1939 the Phantom tried to kill the visiting King and Queen of Britain with Elektro, a robot on display at the fair. He was foiled by Sandman and the Crimson Avenger, but escaped, never to be heard from again.

The Phantom was probably created as a homage to Centaur Publications golden age comic hero the Fantom of the Fair.
