History: In the year 3786 A.D. the Lord of Time used his chrono-cube to travel time and commit crimes in other eras. He appeared in our era and battled the Justice League of America. The JLA forced him to retreat to his own time, but followed him and brought him to trial. The Lord escaped and battled the JLA on several occasions

The Lord constructed the Eternity Brain, a computer that could halt time, and set it in motion. He intended to perpetrate crimes while time was stopped, but was disturbed to learn that once the computer stopped time it could not restart it, and that he couldn't stop the computer's programming. With the help of the JLA the Eternity Brain was destroyed

The Lord traveled to the year 1,000,000,000 A.D. and cloned a family of one daughter and six sons. When he sons tried to usurp his power he went back in time and erased them from the timeline.

The Lord of Time received profiles in Who's Who: the Definitive Directory of the DC Universe #13, JLA Secret Files #1 and JLA-Z #2.

JLA Secret Files #1 said that the Lord was from a time when humanity learned to travel through time and space by ignoring the customary perception of time. This leads me to believe that the Lord's chrono-cube either helped him focus this ability or was entirely for show.
