Base of Operations: Capitol City, 1940s era

Powers: Jets wore motorized shoes that let him fly at high speeds. His shoes could also shoot out bursts of flame.History: (Plastic Man #13) -Jets watched out for criminals carrying out robberies, distracted the police with his flying so the crooks wouldn’t get caught, then robbed the crooks themselves. Many people thought Jets was a myth, and the F.B.I. had a hard time pinning anything on him since he robbed from criminals, not the most respectable witnesses. Jets stole from the robbers of the Dreamditch art auction when Plastic Man caught up to him. Jets flew off with Woozy Winks as a hostage, but Woozy fell, was caught by Plas, who turned into a trampoline, and sailed through the air, knocking out Jets. Jets fell into a body of water, and his water-clogged boots were useless, making him easy prey for Plas.

In the pre-Crisis DC Universe Jets lived on Earth-2. Jets, like most characters from the golden age Plastic Man stories, may or may not be a part of post-Crisis DC continuity.
Jets was originally a Quality Comics character, which DC obtained the rights to in 1956.
