Powers: Ice could project snow or ice from her hands.

History: Tora was one of the legendary Ice-People of Norway, and the first of the Ice-People to leave their hidden sanctuary. She joined the Global Guardians, and was took the identity Icemaiden, replacing a similarly powered teammate of the same name. She developed a close friendship with her teammate Green Fury.

Icemaiden and Green Fury joined Justice League International under the identities Ice and Fire. Ice served a member of the team for years.

(Action Comics #650) - Flash bragged to Ice and his JLI teammates about beating Superman in a race, and Martian Manhunter told him his bravado was unbecoming. He gave Flash a rundown of Superman's rich history serving with the Justice League.

(Green Lantern III #1) - Green Lantern visited Ice and the Justice League and they offered him a spot on the team, despite Guy Gardner's objections. Lantern turned them down, telling them he was trying to get away from superheroics and reconnect with his human side.

(Green Lantern III #25) - Ice and the Justice League were on hand to watch Hal Jordan and Guy Gardner battle to determine who'd become Earth's one Green Lantern. The League initially wanted to interfere, but the Green Lantern Corps held them back, saying the fight was necessary Corps business. In the end Hal won and took away Guy's power ring. Ice was in tears after watching Guy get beaten, and as he walked away she followed him.

(Green Lantern III #33) - Hal Jordan left the mentally confused Arisia in the care of Ice and the Justice League until she could be taken back to her homeworld of Graxos - IV.

(Showcase '93 #3) - Blue Devil and his alien friend Morty escaped the planet of Maldor using a teleportation tube that sent them to the Justice League hq. They were confronted by Guy Gardner, who was none too happy about their arrival. Guy didn't like Blue Devil's demonic look, leading to a fight between the Justice League, including Ice, and Blue Devil. The Ironmongers of Maldor pursued Blue Devil and Morty through teleportation, and when they engaged the Justice League in combat Blue Devil and Morty took the opportunity to escape. The League defeated the Ironmongers, who teleported back home.

(Showcase '93 #8) - Fire and Ice were hired by Harroway to model his clothes on the lip of an active volcano. They traveled to Honeycreeper Mountain in Haaii for the shoot, but the volcano erupted and they had to go into action to save the village below. Villagers Daniel Hokuto and Sherri Meilani Toshiro were so grateful that they invited Fire and Ice to their wedding.

(Guy Gardner: Warrior #17) - Ice returned from her homeland, and after doing some serious thinking decided she didn’t want to be with Guy anymore because he treated her like an ornament. She talked things over with Fire and Wonder Woman, and decided to break up with him when the time was right.

(Guy Gardner: Warrior #18-20) - Ice went to the Artic to relax, but Guy found her and asked to talk. She refused to be called baby by him anymore and demanded more respect. Guy told her he’d done some soul-searching, and that he’d genuinely try to change. She started to melt, agreeing to start things over with him if he kept his promises. Their reunion was interrupted by the villain Militia, who was tracking Guy. The fought, and Militia revealed himself to be Guy’s brother Mace and that he’d faked his death to become an agent for Quorum. Guy’s ring charged up, causing a massive explosion, destroying Militia’s armor. Green Lantern Alan Scott arrived, demanding that Guy and Ice give him aid in finding out why Green Lanterns were turning up dead and without their power rings. Guy recruited his Justice League teammates, but asked Ice to stay behind. He didn’t want anything to happen to her if the situation turned out to be too dangerous, and he wanted her to look after Mace.

Ice died saving the world from Overmaster.

(Martian Manhunter II #12) - Infernal forces released by the Day of Judgment resurrected Ice and several other deceased JLAers without souls. Proclaiming themselves the Justice League of the Damned they planned to kill the living JLA members and induct them into their team. They confronted Gypsy, but let her escape to contact the Martian Manhunter. They fought Manhunter and Gypsy, and murdered Gypsy. Manhunter resurrected Gypsy with the help of Martian god Hronmeer and restored the memories of the League so they could remember the heroes they once were. They rejected their infernal possession and burst into flames.

(Tales of the Sinestro Corps: Superman-Prime #1) - An army of Earth’s heroes, including Fire and Ice, appeared to take Superboy-Prime down during the Sinestro Corps invasion of Earth. The heroes focused on wrecking his armor, because after a year on Oa, and away from a yellow sun his Kryptonian body still wasn’t at full strength, and his armor collected sunlight. Superboy bragged that once the sun rose on Earth he’d be at full power. Superboy was battered by Wonder Girl and Wonder Woman, who blamed him for Superboy’s death, as well as Supergirl and Power Girl, who blamed him for the death of the Superman of Earth-2. As the fight went against him, Superboy broke down in tears. He tried to wipe them away, saying that it was impossible for boys to cry, and then whining that no one ever thanked him for sacrificing his Earth to save the multiverse. The battle lasted until dawn, and he flew into the sunrise. As he achieved full power he declared himself the one, true Superman. The Guardians arrived with Sodam Yat, the new Ion, and pitted him against Superboy-Prime.

A statue of Ice was seen in the JLA Watchtower trophy room in Green Arrow III #4.

Ice’s grave in Valhalla was shown in JLA #5.

In Martian Manhunter II #24 Martian Manhunter told a story about Ice, the JLI and his addiction to choco cookies. This may have been part of Ice’s history, but more than likely it was just an anecdote Martian Manhunter found funny.

Ice being revealed as the second Icemaiden was a retcon, she was originally supposed to be the same Icemaiden who appeared in DC Comics Presents and  Super Friends.
