Powers: High-Rise had cybernetic extendible legs that let him reach the height of a building, and he shot energy bursts from his gauntlets.

History: (Green Arrow II #46) - High-Rise was hired by Brick to act as security for an arms shipment earmarked for him. Green Arrow and Speedy broke up the deal, and High-Rise attacked them, spouting off as though he was already a major player in the supervillain world. Speedy took him down with a glue-arrow.
