Elmore was once an agent of the Justice Bureau until his heart fell to the Black Hearts. He didn't join them for obvious reasons when they revived him as an evil agent. Since being possessed by evil he's had problem keeping his own original form. Eventually he learned to control his metamorphosis thanks to the XIII Order. He is hired to exterminate Doris before she can reach the Rune of Twilight.
