Walking the streets of Japan, there are those who have no allegiances, and fight their battles for neither law nor idealism. These are among the most lethal and unpredictable people that can be found in Tokyo.
Motivations: Ultimately a mercenary and assassin, Wolf does whatever it takes for money. While he's had his fair share of "private" battles, his number-one priority is earning money.
Police Records: Japanese records account for 13 charges of first-degree murder and 28 charges of assault with a deadly weapon. Many of the charges accounted for members of the Yakuza and common drug dealers.
Weaponry: Knives are his primary weapons, and he's darn good with them, too.
Combat Ability: Superhuman. Possessing strength, speed and stamina far beyond anything that can possibly be seen as "human", Wolf can easily outperform anything that Core or the Freedom's Angels could presently throw at him.

Hailing from Germany, Wolf has spent a number of years wandering through Asia and taking low-profile jobs that put his astonishing physical talents to use. Always the keen-minded businessman, he's not easily tricked or cheated by anyone, and those that manage it are sure to regret it. He constantly seeks money and sends it to his sisters in Germany, occasionally contacting them to assure himself of their security. They are the only people he still fully trusts, and he wishes very much to see them escape Germany and the heavy debt that he left them with.
Motivations: Justice, as he would put it. Rayden ceaselessly follows the trail of men and women who "defile the innocent". Suspicions that he had become a mercenary at any given point have all proven utterly false.
Police Record: Japanese records place him as charged with 53 counts of first degree murder, 24 counts of burglary after a murder, and he's violated just about every gun control law there is to boot. Records also show that almost all the victims were themselves suspected, charged with, or convicted for murder or rape. Rayden is considered extremely dangerous and police officers are advised to never attempt to detain him without heavy backup.
Weapons: Rayden sports an array of firearms, from pistols to shotguns to sub-machine guns. A master gunsmith, Rayden often constructs and repairs his own guns and explosives, including "Judgement".
Combat Ability: Beyond superhuman. Rayden has strength and constution that exceeds belief. Proven to be almost bulletproof, the gunman often wades into cross-fire easily, wiping his opponents out even as they try to cut him down. An expert sharpshooter, Rayden has a habit of lighting up a cigarette in the midst of battle, claiming it calms his nerves. Which it very well might, as he never smokes otherwise.

Rayden Shikodan is a devout Catholic, and consistently wanders the Eastern lands in search of murder and rape. These sins, above all, are worthy of death, and once he confirms his target's guilt and that the victim was in fact an "innocent", he tracks them down with a single-minded ruthlessness that is feared in all circles that know of him, lawful or otherwise. It is unknown why he feels he must undertake this quest, and his past is shrouded in mystery. His most recent target is Igov Yuchtzky, who led a company of soldiers to the coast, razing two villages on the way and killing hundreds.
Motivations: The pursuit of scientific virtues, and occasionally a bit of megalomania.
Police Records: Officially, Dr. Deth is merely a well-respected foreign doctor who owns an overly-suspicious mansion and lab complex in Japan and possesses a really odd name. Internationally, the good doctor has been the target of several covert operations aimed to cripple the numerous doomsday weapons he's created and foil his plans for world domination through the use of such devices. "Damn you 007!"
Weaponry: Possesses numerous obscure technologies of effective, though unreliable design.
Combat Ability: None. The guy's a total nerd.

Chairman of the international mad scientist's commitee, and vice chairman of the international supervillain anti-defamation league, Dr. Deth is far too hokey and stereotypical a character to ever play a dignified role. So of course I tossed him in. Though he occasionally assists the greater public by providing superweapons against violent threats, Dr. Deth is most well-known for cheesy world domination plots that are always ruined at the last moment by certain people infiltrating his fortress and destroying his superweapons before he gets a chance to unleash them.
