Department of Abnormal Phenomenae Containment

Working 7 days a week, except for Wednesdays and Fridays, The DAPC is a well-funded but poorly staffed response team organized to neutralize the many "unusual" disturbances that plague the general Tokyo area. So far the DAPC has had varied success. The years previous Ranma Saotome's reassignment had been plagued with battlefield losses, but with a decent sucess rate among moderate property damage. Since the recent assignment of new officers, field casualties have been eliminated, but collateral damage has risen by 278% on a per-mission average. As the Freedom's Angels, a massive terrorist network, continually grows in size and military complexity, the DAPC has begun taking a specific interest in their operations, and seeks to shut down their biological warfare capabilities.

Asuka Takami

Asuka is the head of the DAPC, and the one who keeps everyone in line. Though harsh, quick-tempered, and quick to criticize others, Asuka is a fair and intelligent leader who can accurately judge a situation and determine the best course of action. Her temper can be a problem at times, and she tries not to let it get in the way during life-and-death situations, but at times she's so overwhelmed by the incompetence of her subordinates that she can put the entire team at risk. Despite her short fuse and a fair bit of insecurity at being a single woman given command over and responsibility for several officers (in a role usually occupied by men), she is well-respected and well-liked by her teammates, even if they don't take the time to show it. Asuka has a fairly dark past that she keeps strictly to herself and refuses to confront.

Kyle Tekai

Combat Ability: Very high. Since undergoing genetic manipulation at the hands of Yoshi Konta, Kyle has added superhuman levels of strength, stamina, and speed to his already effective combat skills. Although he lacks enough control and experience with these skills to reach Ranma's level of combat prowess, he is judged to be roughly equal in ability to one Rayden Shikodan. Unfortunately, his moronic behavior and short attention span continue to inhibit his fighting effectiveness.

Inducted early on into the DAPC, it is widely surmised that Lieutenant Kyle Tekai has survived on sheer luck alone. While possessing better-than-average combat skills, Kyle has proven completely inept at battle planning and judging any given situation. Thus, through the miracle of the Japanese beaurocracy, plus his father being a top military leader, he was promoted and given responsibility for the lives of several other men and women. Recently, the DA's second in command was captured by Yoshi Konta and exposed to experimental technologies modified from the processes used to create super-soldiers such as Rayden. The experiments proved to be a success, but Yoshi then mistook Kyle's natural airheaded behavior to be a strange and unforseen side-effect of the mutation. In an effort to dispose of his failure, Konta sent Kyle on a suicide mission to eliminate Asuka Takami; a task that Kyle failed spectacularly.

Ken "Snake" Yakata

Combat Ability: Considered EXTREMELY dangerous to anyone within a 200-meter radius, friend or foe. Engagements with Snake have proven lethal to 99% of all subjects, with a possible 1% margin of error.

The most infamous of the DAPC officers, Snake is known in many circles, government and criminal, as "The Destroyer". Having personally fired every weapon every mass-produced in the world (of which there are remaining, working models of, anyway), Snake is a weapons expert among weapons experts. His ruthlessly efficient combat techniques have accounted for 78% of the DAPC's enemy casualties in the past, and he continues to generate 80% of the DAPC's total collateral damage (encountering competition from Ranma Saotome).

Ranma Saotome

Combat Ability: Unparalleled. Possesses martial capabilities far above any level obtained by cybernetic augmentation. Forces opposing the DAPC have noted that genetic augmentation shows promise in replicating Saotome's astounding physical abilities.

Personal Motto: "Life isn't what you make of it. It just sorta happens. Just pray it doesn't happen to you."

Having been transferred to the DAPC after several unfortunate confrontations with his instructors, Ranma Saotome is among the most promising of the young officers working for the DA (of course, that's not saying much...). Under the impression that police work would be a fairly simple and easy career, at least concerning his school life, Ranma was rather surprised to find himself pushing his formidible combat abilities in the fight against the Freedom's Angels' cybernetic and biological weapons. With a confident personality and a healthy appreciation of his co-workers' friendship, Ranma has become very popular among the small team. Ranma has let himself slack off slightly in the years since he'd left Nerima, having only rudimentary excercises to replace any true tests of his abilities (a fact that he has yet to truly realize).

Tiro Yamazaki

Slacker and lecher extraordinaire, Tiro has moved straight into the force from his high school days with the sole purpose of picking up a girlfriend. Though he's been successful on a few spectacular occasions, for the most part he's simply made a fool of himself. Luckily, he lacks any semblance of shame or self-respect. In fact, the only thing that puts a damper on his perpetual happiness is a threat to his life; he's able to take threat of bodily harm with admirable indifference, but once he believes he's near death, Tiro becomes a complete and utter coward. Despite all this, the most remarkable thing about him is his relation to Alexandra Tokima, Tiro's cousin and general of the Freedom's Angels.

Tycho Wattai

Combat Ability: Fair on the battlefield, with a taste for automatic weaponry. Has a tendency to get overzealous with both weapons and vehicles, sometimes causing either one to overheat or break down. Far more dangerous with a car than he is with a gun.

Personal Motto: "In the road of life, there are passengers and there are drivers. Yes, I got that from a car commercial. Buzz off."

Having been removed from a number of jobs for various auto-related incidents, Tycho has eventually found his way to the morally deficient and ultimately quite forgiving DAPC. Tycho claims to be able to operate any transportation vehicle ever made, and though he has a way to go before he can operate them WELL, so far his claim has proven technically true. He has a tendency toward joining Tiro in his womanizing, but is just as easily distracted at the prospect of letting loose in an automobile, or driving a tank "monster-truck-style" across a parking lot. His driving record has caused minor explosions in older computer models that try to upload it.

Sakura Tekai

Having been transferred to the DAPC by order of Kyle Tekai, Sakura hasn't exactly proven to be a valuable asset to the DA's operations, but her sincere efforts and occasional beneficial blunders has made her a beloved addition to the squad. In addition to knowing how to patch up the troops when they've taken a bad hit (but not too bad, because she doesn't like blood), she's also proven to be a valuable help in Seras' lab, and has become very well acquainted with upper-level medical and biological science.

Junko Chikiko

Combat Ability: Weak. Can fire a pistol as well as any random person, but is hesitant and uneasy in combat situations. While she does what she's told and doesn't get in the way, Junko cannot be relied upon to find her own way through a battlefield.

Personal Motto: "Make love, not war!"

The most unobtrusive and "street-wise" of the DAPC cadets, Junko prefers to stay out of the business end of policework when she can. Ever the gossiper and party girl, she was the most pleased to hear that the DAPC gave officers free reign over HQ on Wednesdays and Thursdays. She considers it her duty to both keep the morale of the men high, and to meddle in any social affairs that she can, often giving advice to those involved and then watching in amusement from the sidelines. The apparent love polygon surrounding Ranma interests her in particular.

Akina Chikiko

Combat Ability: Extremely dangerous. Akina is a very powerful psychic who specializes in empathetic manipulation and short-range telekinesis. She is able to create small, precisely timed and measured "bursts" of telekinetic energy around her body to cushion incoming hits, increase her reflex and general speed, and increase the power of her attacks while cushioning her body against the reactionary shock. Her emphatic powers also allow her to paralyze most human opponents with fear, send them into an irrational frenzy with lust, or drive them berserk with rage. Fond of knives.

The dark side of Junko's haphazardly manipulated psyche, Akina is the name Junko Chikiko took before being subjected to the harsh psychological and hypnotic procedure that stunted her psychic abilities and aggressive tendencies. Since then those abilities, and the personality that formed around them were buried in the back of Junko's subconscious, surfacing erratically and infrequently over the girl's teenage years. Contrary to popular belief among those who've met her, Akina is not sadistic, and does recognize right from wrong. She doesn't particularly enjoy killing, but revels in the maelstrom of sensations that bombard her in those instances. There are other scenarios that cause the same sensation, but other than sex, she doesn't get to experience those nearly as much. Her ethics system is an awkward and immature combination of "good guy/bad guy" recognition and "eye for an eye plus escalation" judgment. If someone slaps her in the face, she'll punch them in the face. If someone takes the last cup of coffee without making more, she'll steal that cup of coffee. If someone tries to rape her... well, in that one instance, the thug survived, although he needed several months of therapy to recover mentally.
Unlike Junko, who can be easily referred to as a tramp, Akina is a true nymphomaniac, and consciously chooses to channel lust more often and more powerfully than any other emotion. Such is her desire for sex that whenever Junko recedes and Akina is brought forth, she literally refuses to withdraw until she's had intercourse. It's unknown why or if she chooses to withdraw at all, or how she feels about being constrained; quite simply, no one's ever asked.

Seras Tuko

Personal Motto: "You know you've got to lay off the whiskey when you start losing arguments with inanimate objects."

Seras is the chief science technician of the DAPC. Despite having flunked out of medical school and landed with the DA, he's actually quite content in his position, finding himself overpaid and possessing lots of free time to brew alcoholic beverages and work on strange experiments with absolutely no practical value.

Yamma Gordon

Personal Motto: "He was already dead when he got here. Really. Seriously. Honest."

Hailing from South America, Yamma came to work in Japan after fleeing government officials in his home country. Just why he was fleeing government officials is unknown, and nobody really cares. He hasn't made any significant contributions to the DAPC, but Seras admits that he's a hard worker when the science team actually has work to do, and values the man as an assistant.

Hunter

Operations: Ripping up everything that he feels like ripping up
Combat Ability: Lethal. Hunter has shown unusual proficiency against all types of military targets, including heavy armor. Seemingly inproportional strength, mind-boggling agility, and an armored steel-like carapace all make Hunter a wickedly lethal death machine.
Hair: None
Eyes: Blood red
Hobbies: Chasing cars, and then devouring them. Tearing apart large hunks of metal or other hard materials. Also enjoys eating people that his masters take a disliking to.

Nobody knows exactly where Hunter came from, or what his intentions are (if, in fact, the creature has any), but most people are more than willing to back off and leave the lost zergling to his own devices. In the same way that Slimer hung around the Ghostbusters, Hunter makes his home among the DAPC squad members, playing with them, working with them, tearing up their stuff, and devouring their enemies. Though unmistakably touchy and violent, Hunter is inexplicably loyal to his masters, particularly Sakura.
