Okay...you can see his face here. ^_^ Hee hee. When looking at the face I like to take note of the eyes!

 

Features
His eyes are not big and round like Duo's but not as narrow as Trowa or Wufei's. Can you see the red arrows? They define the basic outer eye shape. The upper lid is always thicker than the lower. The placement of the pupil/iris depends on your picture. If he's giving his normal stare, then it should be placed where it is in the pic shown.
Any look of surprise or extreme anger...the circle is smaller and is not hidden by the upper lid. That about wraps it up for the eyes! Remember, he has blue eyes. ;)
The features are pretty simple. (Which is why they are hard.) The mouth is a continuous line. The lower lip is not always shown so prominant. Just a little dash will do. And the nose...is like any other anime nose. One long line, then a short...like the arrows show. (They add a little dash/dot for the nostrel...you don't have to.)
The ear is usually hidden by the mass of hair, but when you show it remember its general shape. (see pic) The top of the ear starts at his eye and ends at the middle of his face.


Details
Okay...so look again. The eyes, nose, mouth...have the same basic structure. Now the one of the harder aspects is the jaw line. @.@
Note the arrows. Heero generally doesn't have cheeky cheeks. (for lack of a better description.) The chin is a rounded point. Heero has a long face.
Eyebrows convey his emotions if any. In a normal pose, they maintain the shape shown. Draw the bottom line of the eyebrow first so you can plan the emotion. The top line can maintain the Heero-ness of the brow.
Hair
The most defining thing to the character is his hair. Heero's hair is divided into chunks of spikes for bangs. The back is pretty boring. (Thankfully!)
*cough* I attempted to highlight the main chunks. (But unfortunately I was only using Paint and a regular mouse instead of the mouse pen!) You can see they have an almost rectangular shape, tipped with a triangle. (Put in extremely simply.)

 

Steps!
1. I start all the characters the same way, with a circle for the head, a verticle line for the center of the face, and a horizontal line for the eye line. I also add little dashes on the "eye line" to figure where I want the eyes, how far apart they are, and their size.
2a. I personally always start with the eyes. They help me with the placement of the rest of the features. I also add the nose to center the face.

2b. Mini eye tutorial. The pic on the right shows the steps I use to draw the eye. A note on shading, after you draw the iris (colored part) add the big highlight first. Then I darken the rim of the iris and around the big highlight. Don't forget an extra highlight and a pupil!

3a. Next I sketch the basic shape of the jaw line. The chin should be where your verticle line is. The cheek is lined up with the nose. I've also made a line to show me where the face ends. I can place the rest of the jaw shape in after that.

3b. Eyebrows. I draw their basic shape, then thicken the line. I've also shown a sample of the ear and different ways the mouth can be drawn.

4. We are almost done! I've smoothed out the jawline, added a mouth and ear. The back of the neck should start where the earlobe meets the jaw line. From that line I kinda feel around for where the front of the neck should be drawn. Don't forget the mouth!
5. Final step in this tutorial is the hair. I start at the part in Heero's hair. (I highlighted it). First I go to the right and get the back of his hair. It's pretty easy, just follow your circle. Heading left from the part, I follow the circle until I get close to his face, from there his bangs start. As far as his bangs go, I start with the center one (big one) and go right and cover his ear, then I finish off the left side. ;) (But that's just MY way).
