Kritiker
A secretive, worldwide organization that seeks to fight crime by less-than-legal means. They have two known divisions: Crashers, an investigation branch, and Weiss, the assassins.
Persia
Also known as Takatori Shuiichi, the chief of Tokyo's police force. Persia hates his brother, Reji for bringing about the death of Kikuno, Reji's wife and Persia's lover. He also hates Reji for abandoning his youngest son, Mamoru, to the whim of ruthless kidnappers. Persia assumed control of Weiss and sent them off to fulfill his personal vendetta against his brother.
Persia shares a relationship with Tsukiyono Omi, the youngest Weiss member. The boy is his son, not Reji's, though Persia kept that one secret from Omi even until the end.
Persia's position as the Chief of Police allows him to single out criminals who will never be tried in the courts of law. In order to see them brought to justice, he looses Weiss on them. Protected by Persia's influence, the four assassins are allowed to get away with murder.

Manx
Persia's secretary, and Weiss' main contact within Kritiker. Although seemingly detatched, she cares for the boys in Weiss, especially Omi.

Birman
Another of Weiss' contacts within Kritiker. She takes over for Manx after Persia's death.
Momoe
The grandmotherly woman who owns Koneko Sumu Ie and the apartments above. How much she actually knows about Weiss' activities and Kritiker is unclear.
Tomoe Sakura
A young sprinter who looks remarkably like Aya's sister. She is a trusted friend of Aya, but she would like to be more.

Takatori Ouka
The youngest child of Takatori Reji who takes a shine to Omi. Ouka knows nothing of her father's unscrupulous nature and manages to befriend Omi and the rest of Weiss.
Estet
An insane cult. Led by three ancient and powerful individuals, the mysterious organization seeks the resurrection of their long dead leader. They take special interest in Fujimiya Ran's younger sister...
Takatori Reji
A Japanese politician used by Estet to gain control of the country. He is the direct cause of the tragedy surrounding the Fujimiya family, and is somehow related to Tsukiyono Omi. He has two sons, Hirofumi and Masafumi. He underestimates his brother, Shuichi, and the four assassins of Weiss.
