James had a sucky home life. His parents were rich, and he spent his spare time being tortured by his fiancee-to-be Jessiebelle. (Spellings vary.) His only friend was his Growlithe, Growly; James got sick of it and ran away.
Here is where Jessie comes in. Jessie is a fiery woman who, at one point, wanted to be a nurse. She came from a very poor family. Asking to go to nursing school, she inadvertantly picked one for Chansey! Only one person befriended her--a Chansey. (Chansey kick butt!!!)
When Jessie left, the Chansey broke its egg necklace and gave half to her. (Chansey, though a bit clumsy, evolved into Blissey, and when it and Jessie meet again, it makes for one DARN GOOD episode.) Here's where James comes in.
James and Jessie hooked up somewhere and joined the bike gang in Sunnytown. "Big Jess" and "Little Jim" were revered by the rest of the gang. Jessie alays swung a chain, and James still rode with training wheels. ^_^
Then they joined Team Rocket. And THIS is where Meowth comes in. Meowth used to be the boss's favorite Pokemon, but was dumped for a Persian. So, Team Rocket, "For madness, and Mayhem, and rare Pokemon," was born.
I think Jess, James, and Meowth aren't evil. I think they're just misguided. And someday I think they'll leave, flip Giovanni the bird, and sail off to the place they're really meant to be (wherever that is), still as a team, because they're a team forever. ^_^
