First to own a planet, you must be Super Something, and u must be on the planet that u want to own.
Owning a Planet- To own a planet you must defeat or kill the owner. Then u take over their place, and add whatever u want to it. I must approve of what u want.
Creating a planet- There are 2 ways to do this. You can either wish for one with gravity (Max 5x). And have a base, training ground, and item shop.
2nd way is to come up with a planet that supposedly you found in space. You must be on it , defeat the owner if it has one, and name it, and its yours. Its that simple. But u must buy or build its base training ground and item shop. You can have gravity, but only a max of 3x.

Email me with all the details about our planet like what kinda training you shall have.(max 50 points a day and nomore than $10,000 for training camp) and u may come up with one planet move and teach it to whoever u want.And makeup your own items.But i might not approve of it though.
Destroying Planets-To Destroy a planet, you must be on it, and defeat the owner, and whoever is on the planet to challenge you. Once you defeat all, you must say (Be Gone Planet whatever) and your Planet Destroying move.Here is a list of Planet Destroying Moves.

If the moves PL is under 100,000 it'll take 5 days for the planet to blow up.
If the moves PL is over 100,000 it'll take 4 days to blow up.
If the moves PL is over 200,000 it'll take 3 days for it to blow up.
If the moves PL is over 300,000 it'll take 2 days to blow up.
If the moves PL is over 400,000 it'll take 1 day to blow up.
If the moves PL is 500,000 or over, it'll blow up the same day.
At anytime during these days that the blast is destroying the planet. It can be stopped by killing the person who created it. Or if u know Instant Transmission or Shunkanido Teleport. And u teleport yourself under the blast and cancel it with a stronger blast of your own. But u will die in the procedure.
