This is how you would do it:
You will need to use the word BACKGROUND in the BODY tag instead of BGCOLOR.
Lets say that the name of the file you want to use is called "background.gif"
You would write this:

<BODY BACKGROUND="background.gif" text="#000000" link="#0066CC" vlink="#336600">]]>
You would simply need to replace the words "background.gif" with whatever the name of YOUR file is.
REMEMBER:
The image that you wish to use must be located in YOUR OWN directory.
