Pokéballs are used to capture Pokémon that are in the wild. They can be kept almost anywhere, because of their small size. That way, Pokéballs (and Pokémon)become portable.
What does it Take to Become a Pokémon Trainer?
A trainer must go through a half day training session, then be given a test at the end. If they succeed, they will get their Pokémon license and will also be able to purchase Pokéballs legally.
