[Peace] IDENTIFYING THE MISSING:
THE DNA COLLECTION PROCESS

In order to identify as many loved ones as possible, DNA samples will be collected from family members of those missing due to the World Trade Center disaster. The following are important facts to assist in this important effort:

WHO WILL COLLECT FAMILY DNA SAMPLES
"Family DNA samples will be collected by the New York City Police Department,at private medical laboratories operated by LabCorp., and through victim assistance facilities for Police, Fire and Port Authority employees."

WHERE TO GO
A central location for collection, staffed by the New York City Police Department,has been established in New York City at the Family Assistance Center at Pier 94 (at 57th Street and 12th Avenue) in Manhattan. For further information, please contact (646) 710-6149.
Family members may also have a sample taken at any one of 900 LabCorp patient service centers around the tri-state area and nationwide. To arrange for an appointment at the nearest LabCorp facility, relatives should call LabCorp’s 24-hour hotline at (888) 520-6952. Information can also be obtained at LabCorp's web site
Relatives of missing firefighters may call (718) 999-2541 or consult the FDNY web site for further information. Relatives of missing NYPD police officers may call (212) 487-5289 or consult the NYPD web site for further information. Relatives of missing Port Authority police may call (201) 239-3703 or consult the Port Authority web site Relatives of missing foreign nationals should contact their consulates. For additional information they may also come to the Family Assistance Center at Pier 94.

WHAT TO PROVIDE
Family members are asked to bring personal items of missing persons. To yield the most accurate results,the items should be as personal as possible. The following are examples of items that may be helpful in the identification of your relatives:
· Toothbrushes
· Used cups, drinking glasses or eating utensils
· Used Kleenex, cigarette butts, or chewing gum
· Electric razors, hairbrushes
· Worn and unwashed underwear
Note: Samples containing saliva are the most preferable.
In addition, family members can assist in identifying loved ones by contributing a sample of their own DNA. To help ensure accurate DNA identification, the sample donor should be a direct genetic relative of the missing person. The order of preference for DNA sample donors is as follows:
· Both of the missing person's parents
· One parent of the missing person
· Children of the missing person (where children are providing the sample, a sample from the spouse is also helpful))
If parents or children are not available, any combination of the following relatives may offer useful DNA samples, in order of preference.
· Grandparents
· Grandchildren
· Full siblings
Samples from maternal lineage relatives are the most preferable.
If none of the above relatives are available, DNA samples may be taken from any combination of the following relatives. However, a DNA sample from only one relative on this list would not be helpful in the identification process.
· Half-siblings
· Aunts and Uncles
· Nieces and Nephews
DNA samples will be used solely for assisting in the identification of missing persons.

Housing HELP FOR PEOPLE WHO ARE TEMPORARILY OR PERMANENTLY DISPLACED FROM THEIR RESIDENCES OR HAVE DAMAGE TO THEIR RESIDENCES
If you are temporarily or permanently displaced from your home due to the World Trade Center Attacks, it is recommende that you contact the agencies/organizations listed below. These agencies/organizations will help you get the assistance that you may need. You must speak to an agency/organization representative to determine what benefits you are eligible for. Please note that though each agency has its own eligibility requirements and caps on financial assistance, many programs have expanded their services.
Assistance

1. Federal Emergency Management Agency (FEMA).
Register with FEMA by phone (800) 462 9029, or TTY (800) 462 7585. FEMA offers several programs to reimburse temporary lodging expenses, minimal repair to your home, rental and mortgage payments, low interest loans, and assistance with replacement of real and private property. To find out if you are eligible and to gain access to these programs you must call the FEMA teleregistration line listed above. FEMA is on site at the two "one-stop assistance centers", the Disaster Assistance Service Center (DASC) at 141 Worth Street, and the Family Assistance Center (FAC) at Pier 94 at 12th Avenue and 54th St.

2. Safe Horizon. Funded jointly by the September 11th Fund of the New York Community Trust and the United Way of New York City, Safe Horizon will make cash available to meet the immediate financial needs of individuals who lived in the area below Chambers Street and west of Broadway, bounded by the Hudson River, and have been financially impacted by the disaster. You may apply for assistance at one of Safe Horizon's borough offices, or at one of the two "one-stop assistance centers" listed below.

3. American Red Cross (ARC). If you are or were displaced from your residence, or if you have housing needs the American Red Cross provides immediate assistance for housing, utilities, clothing and other personal items, work tools, food, medical assistance and disaster mental health counseling. You may access Red Cross services at one of the two "one-stop assistance centers" listed below, at Red Cross Service Centers or call 212-219-6200 (in Manhattan), 877-746-4987 (outside Manhattan), or TTY 800-662-1220.

4. The Salvation Army. The Salvation Army provides immediate assistance for housing, utilities, clothing and other personal items, work tools, and food. It is recommended that you seek assistance from the other agencies listed above before reaching out to the Salvation Army. To apply for assistance, you may visit one of the two "one-stop assistance centers" or call the (800) SAL ARMY to get assistance from your local Salvation Army.

Additional Help

Legal Services. There are several programs in the New York area designed to provide legal assistance, advice and referrals for victims and their families, and anyone else affected by the WTC Attacks.
The American Bar Association (ABA) has a website American Bar Association that is a good resource for these different programs. There is also a Disaster Legal Services Toll Free Hotline at (866) 606 0626 run by the ABA Young Lawyers Division/FEMA. You can phone in, have your legal problem analyzed and then receive advice on how to handle it.
