1.
make a new image (file>new) 200x100, fill (edit>fill) the first layer/background with whicher color you prefer, I choose blue. now make a new layer and fill (edit>fill) with the same color as the first layer. Now goto filter, other, ditherbox and match the settings to the left.




2.
set the scanline layer to overlay and turn the opacity down a bit. You can see my layers pallet if you click the thumbnail to the left. This is a very quick, and simple way to make scanlines. You can apply scanlines to any image, and it looks very sharp when applyed properly.
