JUNE 4, 2002: City Council grants appeal of Sierra Club (San Diego), Audubon (San Diego), and River Valley Preservation Project. In an unexpected 5-4 decision, Council granted the appeal. Objections to the project included impacts to adjacent wetlands, City sponsorship of floodplain development (adding new office buildings to the flood plain), and parking in the flood way. Mayor Murphy stated he could not vote to approve a parking lot in the San Diego River floodway. This led to re-design of the project with the parking lot moved adjacent to Friars Road. Where the floodway parking lot would have been is an acre of attractive green space. A wetlands buffer up to 50 feet wide WAS adjacent to the turfed play area. The buffer extends over 600 feet. That was a direct result of the appeals. However, it was removed without authorization a few years ago. While a second appeal was turned down by Council in 2003, the buffer is an excellent improvement for the site. A recent (November, 2010) City Violation was issued regarding this "missing landscaping"; as well as unauthorized building in a floodplain.
