The City of Villages was approved by City Council 6-3 in October, 2002. A public victory was won however in that the original plan to add 17,000-34,000 condos city wide--was deleted from the plan (though not from the EIR). This made front page news in the San Diego Union Tribune. The EIR stated that the Village Plan would add 14-28 tons of air pollution/day and 180,000 to 240,000 added auto trips/day! It was based on SANDAG population forecasts which allegedly showed the "need" for the condos. However, these forecasts also included an option without the villages--which showed much lower population! In other words, the forecasts with the increased density villages "proved" the "need" for the villages; but forecasts without the upzones showed the population would not be nearly as high. How can "smart growth" be so dumb?

The City of Villages misleads the public into thinking it is "smart" growth. Its actual purpose is to attain huge upzones/property value increases for developers. In a sense, it is like mind control, where a subject (the public) accepts attitudes that he/she would not accept in a reasonable state of mind. With the City of Villages, this includes vastly overcrowed roads and increased air and water pollution. The latest example in San Diego: Quarry Falls which proposes 4780 residential units and 1.2 million square feet of commercial space on the north hills of Mission Valley. This is being rationalized as a "village" so the public will accept unbelievable traffic delays from the admitted 66,000+ added car trips/day.
