Duke Johnson has developed a large and loyal following that claims to be the new government of the land. He has made laws and policies that he fells everyone should obey. Whether you agree or disagree with him, he and his large number of followers are a powerful force in Capital City. He even claims to have followers in other areas around the land. The area of Presidential is open to any who wish to visit as long as they follow the laws. Those who live here must be loyal to the president (Johnson). Troops patrol the area and enforce the laws. Ruks, Ghouls, and other mutants are not tolerated in Presidential and are killed on site. Lawless gangs are dealt with in much the same way. Within the center of the area is the Presidential Compound, an old university converted to his new seat of government.
