In this Bulletin, we are going to present a Microwave/M/C Weapon System Specification. When a Govt. Agency desires to produce a weapon system, their Project Office issues a General Specification outlining the purpose of the system and performance criteria that the system must meet or exceed. This spec. is sent to prospective prime contractors
Our spec. will be a very brief, sketchy version of a real system spec., but it will suffice for present purposes.
There is a large consensus of opinion that the weapon system that plagues us is sponsored, operated, and/or connected to the Govt. in some way. The Victims of this system, for purposes of this exercise, can assume the role of the Govt. Project Office. Who would be better qualified, by dint of their own experiences with the effects of this system,than the victims of it, to rate the candidate systems responding to the spec.? Rate them as to their ability to conduct the heinous invasion we have all experienced an testified to over many years. So, with that background, here is the simulated specification.

Subject: Response to enclosed Specification
Purpose of System: To locate track, harass, and torture human subjects in order to monitor and evaluate reactions.
System Criteria: The system as an entity, and all of its major and sub components, MUST:
1.Be impervious to visual and electronic detection from all outside sources.
2. Be impervious to the most extreme weather conditions and earthquakes.
3. Have high reliability factors permitting continuous on- line capability over a broad geographic range of operations targeting hundreds of subjects simultaniously.
4. Have a central command and control facility with real- time recovery, review, analysis and response to individual target reactions.
5. Be able to send and receive verbal communications to targets and/or controller assistants on the ground.
6. Have high-energy penetrating power to burn through earth structures, plastic, insulative materials, and water.
7. Be able to induce heat in the human body to disrupt bodily functions, and produce pain and discomfort in any area of the body.
8. Have mind control capabilities: read and/or induce thoughts; interfere with brain control activity; disrupt autonomic nervous system signals.
9. Be adaptable to new programs of harassment and torture as they are developed.
10 Be so designed as to allow expansion of the field and scope of operations incrementally without interupting daily operations.
11. Be comprised of current state-of-the-art technology and proven hardware.
