BULLETIN II


In our first Bulletin we defined, by means of a "Weapon System Specification", WHAT the Big Bother control system should look like. In this BULLETIN II we will consider, on the basis of having some idea of the system`s required configuration and content, WHERE the major components of the system would most likely be located.

o To meet criteria 1, 2, 3, and 4 of the Spec., ground- based radiation emitters coupled to Central Command and Control Centers (CCCC) would have to be employed and housed on hardened, Govt. top security sites

o The emitters and CCCC(s) would achieve high reliability factors due to disciplined maintenance practices and ample back-up and replacemrnt hardware.

o The radiation emissions would be relayed to targets and returned to the CCCC via stationary orbiting satellites. If the function of the satellites is one of signal relay by means of reflectors, they would also have inherently high reliability and be impervious to detection and weather elements.

o These major components could accommodate a variety of signal transmissions to achieve the effects and produce the results required by Spec. criteria 5 through 8.

o The witness of targeted individuals attest to the system`s ability to meet the requirements of criteria 9 and 10.

o The fact of the system`s long tenure of operation and duribility satisfies the proposed location elements and Spec. criteria 11.

In summary then, the principle candidate system location(s) would be well-guarded, tightly secured military bases with only special top-secret access. These bases would have a long history of, and experience with satellite command and control. I believe it was one od Casey Stengal`s gems of homely wisdom that went, "Everbody gotta be someplace".
