SSH 3S was added to the state highway system by the 1959 legislature. The bill creating this highway did not become effective until 1961. In 1963, legislation was passed changing the route description. This route began at Jct PSH 3 (US 2/ US 195/US 395/N Division St) and headed west on W Francis Ave, then northwesterly along the NE side of the Spokane River to the Spokane-Stevens County line. This route became SR 291.
