Secondary State Highway 1C

SSH 1C was added to the state highway system in 1937. It began at Jct PSH 1 (now SR 11) at blanchard and headed south to Whitney at a junction with the Anacortes branch of PSH 1 (later SR 536, now SR 20) near Whitney. An east-west branch of SSH 1C started at the SSH 1C trunk a couple of miles north of Whitney and headed east to Jct PSH 1 (US 99) at Burlington

In 1959, the original east-west branch of SSH 1C was dropped from the state highway system. A new east-west branch, not connected to the SSH 1A trunk, began at Jct PSH 1 Anacortes Branch at Fredonia and headed ENE to Jct PSH 1 (US 99) at Burlington. In 1961, this newer east-west branch was transferred to PSH 16.

The north-south branch of SSH 1C became SR 537 in 1964.
