In the 15th century at the beginning of the Josun Dynasty (which lasted until the Japanese killed off the last royal family) the nation was divided into 8 provinces.  Gyungsang province originally had it's capital at Gyungju.  Later the province was divided again (today it is two provinces, Gyungsangbuuk (north) and Gyungsangnam (south)).  Daegu became the permanent capital in 1601.  From 1601 until 1910 when the Josun Dynasty ended Daegu remained the regional capital.  During that time 253 governors ruled over the city and province.  To celebrate the 400th anniversary of Daegu's position as regional capital, the city government staged a festival, including a parade reenacting the arrival of a new governor in town, and the handing over of official documents transferring power.  There were various events over the course of 4 days, showing local customs and exhibiting cultural artifacts.

The note of incongruity, is because I find people in very traditional outfits engaged in modern activities (like smoking pre-packaged cigarettes and using a cell-phone) to be interesting photo subjects.
