This is Sergei Gennadyevich Nechayev, the author of the infamous "Revolutionary Catechism" which he co- wrote together with the famous Russian anarchist Mikhail Bakunin in 1869. Nechayev was born in September 1847 in the small town of Ivanovo, which is approximately one hundred miles northeast of Moscow, and he died in December 1883 in the notorious Peter and Paul Fortress prison in the city of St. Petersburg.
