Mutant Enemy Jeffrey Bell and Joss Whedon are the executive producers of "Angel" and therefore the grand masters of Spike's fate. David Fury, Stephen DeKnight, Ben Edlund, Drew Goddard, Elizabeth Craft and Sarah Fain are AtS Season 5 writers.
FOX Television FOX owns "Angel" the series and therefore has a strong influence in how the "Buffy" and "Angel" franchise is presented both on the show and in merchandising. They set limitations on how Spike can be written in the novels, how Spike is represented to the press, and what Spike's role is allowed to be in the Whedonverse. (BTW Gail Berman is listed as a producer for "Angel".)
