This is the DEPARTMENT OF DEFENSE DIRECTIVE authorizing the MILITARY AFFILIATE RADIO SYSTEM and providing guidance for the management and direction thereof.
A DRAFT of the superceding DOD INSTRUCTION 4650.02 is in staffing. It designates MARS as a MILITARY AUXILIARY organization, analogous to the Civil Air Patrol of the U.S. Air Force and the U.S. Coast Guard Auxiliary, providing "radio only" contingency communications in the absence of Internet and landline services and sustainable when public utility power has failed.
Northeast Area Operations Guide
This document provides a set of instructions to facilitate application of NTP-8(D) to operations within the Northeast Area, which includes Virginia. Of particular interest is its Emergency Communications section with which all NAVMARCORMARS Virginia members should be familiar.

This document defines the meanings of prowords (e.g. "OVER") and prosigns (e.g. "AR") implemented by the United States Military Services and MARS, only subsets of which are included in NTP-8; and, provides basic guidance for military radio telephone procedures which differ from service to service in some protocol details. A recent version of ACROBAT READER is necessary to read this .pdf file.
Allied Communications Publication 131, Operating Signals
This document defines the Q and Z operating signals used in radio telegraphy and teletype including MARS digital alpha numeric communications. NTP-8 includes only subsets of these signals most frequently used in MARS. A recent version of ACROBAT READER is necessary to read this .pdf file.

This document is the official GLOSSARY OF COMMUNICATIONS-ELECTRONICS TERMS used by all United States and allied military services. It does not list some common MARS terms (e.g. RECORD TRAFFIC) which are variously defined in NTP-8 and/or Federal Standard 1037C: Glossary of Telecommunications Terms issued by the U.S. Government.
