I thought I'd see how things would look if Va. went to a
four Group plan. Using the current ADM sheet, I re-aligned the
state. I did take a few liberties the VHSL might not... the
biggest one was NOT dividing the enrollment numbers at the exact
1/4 marks. Since some smaller schools would go ahead and 'play-up'
anyway, I used a 'trial and error' method to get break- point
enrollments of 440, 800, & 1240.
The worst problem I have with this is Brentsville District.
Though I have no qualms about them playing down with their current
enrollment, their projection is to grow into a big AA school.
However, no other AA schools are located anywhere close to them,
so I granted them 1 of 3 'geographical' exemptions to "play-down"
(the others are Montross' Washington-Lee & Roanoke's Patrick Henry).
Also, since I don't know how certain schools get along with
others in their area, I did some guessing, especially with the slew
of NoVa (re: Fairfax) schools. For the Beach District, I simply
split it in half by alphabetical order. This also created some
situations where 'cross-town' rivals may be in different Regions,
yet districts within a Region may be hours apart.
Another problem was how to split the regions. With a 4-A
set-up, I'd eliminate the current '2 Divisions per Group' plan.
After all, how many states have EIGHT champions? Ny first thought
was to make three 6 or 7 school districts. This would allow one
wild-card team to make the play-offs. However, that wouldn't work
well with the other two dozen or so sports/activities where state
champions are determined. So I ended up going with what looked good.
I also had trouble creating names for the new Districts
(notice the 3 Tidewaters), so I didn't even attempt the Regions.
In Group A, if Region D loses some of their schools due to
consolidation or 'playing-up', they could get the Hogoheegee Dist.
