   "official" until they recognize North's delayed win over Knox West on 8/20.

District champs are no longer seeded before wild-card teams.


     tie-breakers (Rule 68-8-4) :
1. head-to-head winner
2. best record against all common opponents
3. best win % after games against non-public school are excluded
4. team with the highest average rating of all of each team's opponents
5. "draw by lots" by the Regional Chair.



Based on ADM's, Castlewood drops to Div. 1 and Haysi rises to Div. 2 for 
      the 2009/2010 - 2010/2011 2-year cycle. 
Castlewood played as Div. 1 the past 2 years, so they don't really change.
Haysi won their petition for Div. 1 this year, so they don't really change.
Clintwood won their petition for Div. 1 again, so they don't really change.
So the only REAL change is that Coeburn was unable to petition for Div. 1 again.
