Elliot's 2007 realignment plan critique


The VHSL is looking to implement a new, 8-Division realignment plan that would be implemented in the Fall of 2007 that would be used for football only. It has already been circulated for Regional review and, ironically, it eliminates Regional playoff games.

In a system that looks like the one West Va. uses, the top 16 teams in the state in each of the 8 Divisions will be seeded based on ratings points, with the #16 seed opening the playoffs @ the #1 seed. Each Division would be based PURELY on enrollment (no "playing up"), with about 37 schools in each Division.

A new ratings system would probably need to be implemented, but no ideas on what it could be have been published yet (negatives - we can't complain about it if we don't know how it works, schools can't adjust their schedules to maximize points; positives : Matt Gilliam, myself and others can work on ideas and get them out in the public for conversation).

The VHSL shows how the 2004 & 2003 playoffs would have looked under this system. Some of the strange 1st round matchups from 2004 in Div. 1 include these 3 district rematches - Twin Springs @ Rye Cove, JI Burton @ Clintwood and Hurley @ Honaker. Other games would have had Surry Co. @ Haysi and Twin Valley @ Franklin (near Suffolk), and Div. 3 would have seen Nandua @ Gate City. Those last 3 games are VERY big for those who argue about missed class time, even if they were Saturday games. How many of those 3 schools would have waited until 3 p.m. Friday to leave? The only positive I see here (and some people would argue against this) is the possibility of 2 neighboring (or even District) schools playing for the state title. (The possible semis in Div. 1 would have been HUGE : Haysi-Honaker & Sussex-Franklin.)

Based on a comment in the 2nd Richmond story, I came up with a scenario for 2003 in which 2 teams who made the Div. 3 playoffs with 7 losses would still have qualified at 0-10, and a scenario for 2005 where some teams could go 10-0 and miss the playoffs. It's posted on Central Region Tom's Va. Preps page (May 8th) and also below (with some modifed wording).


Here's another problem - "big" schools surrounded by smaller schools.

Let's take a look at the western-most schools in each Division :
Div. 8 : Franklin Co. & GW-Danville are still in no-man's land, with the nearest D8 schools located in Richmond,
    and only 1 Div. 7 school closer that Charlottesville.
Div. 7 : Patrick Henry-Roanoke's nearest same-size school is in Charlottesville, followed by a few in Richmond.
Div. 6 : Pulaski Co. has Fleming (Roanoke) "nearby", then E.C. Glass. After that are Charlottesville & Halifax Co.
Div. 5 : Blacksburg, Carroll Co., Bassett & Magna Vista have Jeff. Forest, Amherst Co. & Heritage.
Div. 4 : Lee, Abingdon & Richlands - Their closest would be Christiansburg, then 4 in Roanoke and 2 around Martinsville.          (And only 3 larger schools west of Roanoke, and none west of Pulaksi.)
Div. 3 : Tazewell's buddies would be Gate City, Va. High & Marion, then Grayson, Patrick & Floyd.

From this, it's obvious that "bonus points for wins by an opponent" will need to stay involved in some way and points based on size minimized, or else we could see 7-3 teams from Danville, Roanoke, Pulaski, Lee & Tazewell miss the playoffs simply because they couldn't play "a big" (borrowing a basketball term), while 0-10 teams from Richmond qualify.


Drawbacks for the fans :

How hard will it be to track your teams' chances come early November? Can't you just hear a Gate City fan saying "never mind Powell Valley ... anybody got a Nandua score?" And how many fans would Nandua bring to Gate City for a first round game? How many Twin Valley fans would go to Suffolk?


The timeline for this plan calls for feedback in mid-December, a vote in March, 2006, a year for appeals (same as now), and implementation in the Fall of 2007, so keep reading, and let your high school principal and AD know how you feel about this the next time you see them (after all, THEY are the VHSL members, and they sit on the committees).


OTHER OPTIONS

I thought up a few alternative point systems, but nothing seems fair to everyone.
Under the new D8 proposal, here's what the current Districts would look like :

D4 Richlands      Abingdon, Lee       Martinsville, Christiansburg

1.) Go back to the 70's way - 12 for beating a AAA, 9 for AA & 6 for A, and 
    add a 4A Group (15 points), with each Group containing 2 Divisions.

    Should Richlands get 12 points for beating Carroll (D5 = AAA) but only 6 
    for beating Graham (D2 = A) ?  Not as long as they're in the same District.


2.) Add to the current system so that D8 is worth 14 points & D7 worth 13.

    Should Richlands get 19 points for beating Carroll & 12 points for beating 
    Graham ?  Again, not if they're in the same District.


3.) No matter what point set-up is used, let ALL District games count the same :
    'create' a school named SWD, give it the average enrollment of it's members,
    then plug it in the sheet and see where it lands.  (I'm using the enrollment 
    numbers from the 2005 realignment sheet and plugging them into the 2004 8-Div.
    pairings sheet).  School "Highlands" would have 805 (similar to Richlands - D4) 
    "Piedmont" - 906 (sim. to York - D4) & "Southwest" - 693 (sim. to Va. High - D3).

    Should Patrick Co. get more points for beating Dan River than they would for 
    beating a bigger Carroll Co. team ?  No.


4.) No matter what point set-up is used, let ALL district games count as being 
    against teams that are your size.  For example, Richlands would be 
    considered D5 on Carroll's schedule but as D2 on Grundy's schedule.  

    This would actually HURT teams.  In a fight for a D3 wildcard berth,  
    Tazewell would only get D3 points (same-District) for beating Carroll, 
    while Marion would get the full D5 points (non-District) for doing the same.

    And lets look at a couple of D3 teams from 2003.  Should Tazewell have earned 
    the same number of points for beating D2 Grundy as Armstrong would have earned 
    for beating D7 Atlee ?  No.                     (On the other hand, this might
    help push schools away from "playing up", which would be good, right?)


5.) Scrap the point system and completely realign the state   (My favorite)

    Go to a 5A setup : 60 schools per Group, 15-16 per Region, 7-8 per District,
    or a 6A setup : 50 schools per Group, 13 per Region, 6-7 per District.

    Allow only ONE school per District to "play up" or "play down", decided by a 
    District vote (with preference given geographically-displaced teams like Lee 
    & Nandua, or based on enrollment trends - school most likely to move anyway 
    when the next "adjustments" are made in 2 or 4 years).

    Regions with 2 Districts would have District champs host runner-up from the 
    other District in Round 1.   2nd round could rotate, or be based on record, 
    ratings points, head-to-head results, a coin flip, a game of pick-up sticks, 
    drawing straws, total number of ex-wives of the coaching staff, wins by the 
    girls basketball team as of Nov. 1st, whatever.

    Regions with 3 smaller Districts (5 schools per) would qualify 3 Dist. champs & 
    1 wildcard team, again determined however they want.

    This would copy the system currently used by Kentucky & Tenenssee, which allows 
    teams (like Richlands) to continue playing smaller rivals (like Honaker & Lebanon) 
    without worrying about how many bigger opponents are on the schedules of similar-
    sized schools elsewhere (like Colonial Heights and Deep Run).

                     0-10 and in the playoffs


    I decided to use 2003 and start with Thomas Jefferson, since it looked like 
it would be more of a challenge than Armstrong or JFK.   Also, they would have 
played an opponent I'm familar with (F-C) since we (Grundy) were the ones they 
opened (and closed) with.  A TJ win would have sent them on a 350 mile road-trip 
in the 2nd round to Gate City (although only about 25 miles would have been non-
interstate, which is less than ANY of their LPD opponents have).


So let's see what would have happened if Deep Run & Marshall had beat TJ.

TJ would lose 20 points off the top for 2 wins going out the window.
Marshall would give 1 bonus point instead of 0, for a gain of 1.
Deep Run would give 2 bonus points instead of 2, for no change.

With a 16.2 avg. over 9 games, TJ had 146 power points.
A loss of 19 gives them 127.  Divide by 9 = 14.1.

The best non-playoff Div. 3 teams were Park View (14.0) & Va. High (13.7).
Neither of these would change if TJ had went 0-9, so they STILL would have
made the playoffs.

If you need a 10th game, any opponent which was worth at least 14 points can 
replace Benedictine.  A Div. 6 team with 4 wins or a Div. 5 team with 5 wins 
or a Div. 4 team with 8 wins.  Let's use Div. 5 Petersburg, which went 6-4 
and had to scramble to add Magna Vista (the same date of the Benedictine game). 
Replacing a loss to Magna with a win over TJ would have made Petersburg 7-3, 
worth 16 points.  Adding 16 to 127 gives you 143 (14.3), and TJ would be the 
#15 seed and headed to the DelMarVa pennisula.

That wasn't so hard, so let's try JFK & Armstrong.

And let's change the Henrico & Hanover wins to losses.

84 + 12 + 11 = 107.

Now we add Armstrong's other losses.

4 Pow    6 + 10 = 16

16 + 12 + 107 = 135.

Adding 9 points for just playing JFK gives you 144, so they're still in, too.

Now for JFK.  First we add their loss to Monticello.

D3 Mont.   5 + 8 = 13  

13 + 107 = 120.

That leaves them with Armstrong & TJ, both worth 9 points.

18 + 120 = 138, which means they would need 1 win (or 3 more bonus points) to get in.

Since TJ & Armstrong are both already in at 0-10, let's give JFK credit for beating 
both of them (this also saves me a LOT of math).

JFK  138 + 20 = 158
Arm. 144 +  2 = 146
TJ   143 +  2 = 145

Voila!  We now have TWO 0-10 Richmond teams in the playoffs, 
along with a 2-8 team, whose wins came against those winless opponents.

                   10-0 and NOT in the playoffs


Looking at the ratings of the teams from '03 & '04, it looks impossible to go 
10-0, or even 9-1, and miss the playoffs.

But my mind twisted (twisted minds have a habit of doing that) and came up with 
a new question : How many wildcard berths will be available in the mid-Divisions? 
Or, more to the point, how many Districts are represented in each Division?

Using the 2004 playoff sheet, how many districts do you think are represented in D3? 

The 35 schools in Div. 3 were from 18 districts !  Think about Arcadia.  How hard 
will it be for them pick up big bonus points with no bigger schools and just a 
handful of D-3's nearby?  Even Patrick County has 3 D-5's less than an hour away.  

I then re-did the D-3 list using the current (2005/6 - 2006/7) district alignments, 
since 5 of those schools changed Districts this Summer.  The results are unreal - 
20 Districts represented !!! 10 Districts have just 1 school, and 7 have 2 schools. 
Yes, the odds of D-3 having 17 District champs in the same year are kinda high, 
but this IS the VHSL, so it probably WOULD happen.

"automatic bid" awarded !

But where does "10-0" come in, you ask?  Keep reading.

If they had went 10-0 instead of 2-8, their opponents would have had 8 fewer wins.

    Manassas Park went 10-0 in 2003 and had an 18.4 with THREE wins over AA schools.

    Tazewell had a 19.7 with just 6 wins in 2004 (they were 6-4, not 4-6 as 
the 8 Division model states).  Had they won the SWD, it would have been higher.

    Therefore, it's certainly possible for 16 other teams to win their 
District AND have a rating higher than 18.4 (and a loss), leaving a 10-0
Manassas Park at home.

    Being from Grundy, I have the perfect solution for this.  Allow me to be 
the first to offer to you "the VHSL football Playoff Pigtails!"   I could see 
a "pigtail" game on Thursday night, the winner playing their "1st round" game 
on Monday night, then the 2nd round game on Saturday.

     Look at Div. 1 in 2004.  If Eastern Montgomery had beaten Giles, they would 
have created a 3-way tie for 15th.  Let's say the tiebreaker had East. Mont. 
seeded 15th, Hurley 16th & Covington 17th.  Covington would have opened the 
playoffs on Thursday night at Hurley, with a win sending them to Sussex on 
Monday night.

                 FINAL COMMENT - Goodbye, Districts?


       This plan is the beginning of the end.  As I mentioned at the start, 
Regional championships would be flat-out eliminated under this plan, since 
seeding would be done state-wide.  But when some teams realize they missed 
a playoff spot because they're in a District with a bunch of smaller teams, 
what will happen?  They'll either (a) change Districts, which would hurt them 
in other sports, or (b) decide to eliminate Districts entirely for football.  

    The solution : scrap this mess, which has problems I've already pointed 
out (and probably some I haven't), and realignment from scratch.
