Salt Lake County Clerk
Salt Lake City - Mayor
Official November 5, 2002 AD Election Results Certification and Notice

This state of emergency under Martial Law may be brought to an end when the people of the State of Utah comply with the Constitution and Laws of the United States and the State of Utah.

All citizen's who support the unofficial candidates who unlawfully attempted to file for office with the unofficial county clerks in Utah's twenty nine (29) counties by:

  • 1. Filing with an unofficial officer.
  • 2. Attempting to falsify a public account with something other than gold and silver coin in violation of U.S. Const. Art. I, Sec. 10. (Falsifying a public account or record is a third degree felony that may be prosecuted at any time.)
  • 3. Filing March 10 through 17, 2002 AD, instead of April 15 through May 10, 2002 AD, as is required by law for an official filing for an official primary or general election.
  • 4. Participating in and unofficial primary election on Tuesday, June 25, 2002 AD, in stead of September 10, 2002 AD, as required by law.
  • 5. Seeking to have their names placed on an unofficial list of candidates for voting on an unofficial general election ballot.

are participating in an unofficial election to overthrow the constitutional government of the State of Utah and its counties and is forbidden by law, and may well be an act of treason, particularly when the unofficial candidates use armed force to maintain a position of power and control over constitutional officers of the State of Utah, or any county therein.

Therefore, I admonish any person who wants to vote in the General Election to use write-in ballots only. Only write-in ballots meet the requirement of the Constitution and laws of the State of Utah under the present state of emergency and general failure of government in the State of Utah.

Carefully consider how you conduct yourself during this political crisis. You can help save the State of Utah or work to further destroy it. You can help to save the Constitution of the United States or further destroy it. The choice is yours. Choose to be free under constitutional law with gold and silver coin, or continue to go deeper and deeper into bondage with the false notes, false coins and fictitious bank credit that has made the people of America - The United States in debt for over Six Trillion false dollars.

As one who has been duly elected under the laws of the State of Utah and under the laws of the United States, I implore you to consider how you conduct yourself, when the people, with their false officers are in a state of undeclared war, because Michael O. Leavitt has not filed an oath of office with the secretary of state, and therefore does not hold public office as governor, nor has he ever held such office under the Constitution and laws of the United States and Constitution and laws of the State of Utah.

Michael Leavitt does not belong to a registered political party and did not qualify as an elector of president of the United States in the 2000 general election, nor did any other persons in Utah, therefore George W. Bush did not win the election to the office of President of the United States, and Michael Leavitt did all of this knowing he had not qualified for public office in 1993, 1997 or in 2001 AD, nor did Olene S. Walker, because there is no office of Lieutenant governer in the State of Utah, because the people who failed to qualify as senators in Utah from 1974 until the 9th day of October in the year of our Lord, two thousand and two, could not propose an amendment to the Utah Constitution.

Each person must choose whether to continue the fraud and be destroyed or to repent and save this state and nation and the Constitution of the United States from certain and sudden destruction.

Respectfully with, faith, hope and charity to the people of Utah,

Lawrence Rey Topham Secretary of State State Elections Officer Acting Governor State of Utah
