Affirmation Administered by Grant Solomon to each person in the Room: 16 persons. 3 women 13 men.
"I do solemnly affirm that I will support, obey and defend the Constitution of the United States."
Each person present was asked to introduce himself.
Others came latter for a total of 4 women and 16 men (20).
Will Christensen from California Spoke about precinct organization, with about 2000 voting districts in Utah.
Bruce Bangerter, USIAP national chairman Spoke.
U.S. Taxpayers Party 1995 AD Petition Film was shown.
Christian Oesch made some comments about the organization of the party they were proposing. He said it ought to be built on a sound constitutional basis. He asked about their posisition on gold and silver coin. He commented that Larry Topham was the Governor of Utah, and Mayor of Salt Lake City.

Bruce Bangerter conducted the election of national committee members.
Near the end of the "state convention" Lawrence Rey Topham was recognized by the chairman and addressed the group.
Refering to the oath (affirmation) taken at the first of the meeting to support, obey and defend the Constitution of the United States, Mr. Topham informed them of the failure of the persons elected to the Utah Senate to file their oaths of office after the 1974 general election and the succeeding years, and that in 1989 none of the elected officials in the legislature, executive and judicial branches of government filed their oaths of office, so that 112 of 114 offices at the State Capitol Building were vacant. All 104 legislative seats, all five executive offices, and three of the five supreme court justice positions, so there was no quorum for doing any business.
He informed them that he was the Secretary of State and that if they intended to support, obey and defend the Constitution they would have to file their petition with him as Secretary of State - the chief elections officer, otherwise their filing would be unofficial.
He informed them that the elections held under the direction of the unofficial Lt. Governor and the unofficial county clerks were void, and that George W. Bush had not been elected President of the United States because there were no political parties registered with the Secretary of State of the State of Utah.
He told them that Michael Leavitt and Olene Walker were not official electors in the 2000 AD general election, and without those two votes George W. Bush could not be elected president.
He said it was his duty since he was in the meeting and under oath to support obey and defend the Constitution that he could not let them proceed with the organizing plans without informing them of the dangers involved in not obeying the Constitution and constitutional laws.
He informed them that he was the national chairman of the Independent American Party of which he had been a continuous member since its inception in 1992, and that he was also presently the state chairman in the State of Utah and that David Murtha was the Salt Lake County Chairman, and had been so elected when Bruch Bangerter was in the meeting.
Will Christensen left the room while Governor Topham was speaking, having indicated to Grant Solomon that he should ignore what was being said by Governor Topham.
Governor Topham said he was there to help them, not to hurt them. The meeting was concluded with prayer offered by Curtis Cloud.
Richard Wilde spoke to Governor Topham after the meeting and said he was really glad he was there to hear him, and asked if he would make some suggestions to the Preamlbe he had written for the party. Governor Topham agreed to do so, but was cut off at that time by a call for the next meeting to begin.
This record was made as evidence that those meeting were aware of some of the legal difficulties they faced in meeting the requirements of the law in forming a political party after all these years of unofficial legislation, and unofficial elections.
