The Oaths of Office shown below are for Lawrence Rey Topham, Mayor of Salt Lake City, lawfully filed, and Kendrick D. Cowley, CITY RECORDER, date unknown, place of filing not shown, and was not lawfully filed with the Salt Lake City Treasurer as required by Utah Code, Section 52-1-4, Where to file, 52-2-1, Vacany in Office, and 76-8-203, Unofficial Misconduct for exercising or attempting to exercise the functions of a public office when the required oath has not been filed.

The last item shown on page five (5) is the formal request for the city treasurer and recorder to produce the oaths of office for the offices and person named. The request was made by Lawrence Rey Topham, Mayor of Salt Lake City, who is presently serving as the Salt Lake County Clerk and Secretary of State of the State of Utah and Acting Governor of the State of Utah, in an effort to save the Constitution from total destruction in the United States, in the State of Utah, in Salt Lake County and in Salt Lake City. The Main Street Plaza sale and purchase was certified by Kendrick D. Cowley in 1999 A.D., but he was not at that time qualified to serve in a public office under the Utah Constitution and laws.

The attempted sale and purchase of that one block portion of Main Street in Salt Lake City remains unresolved. No gold or silver Coin was involved in the purported 8,000,000 plus, "dollar" purchase price, therefore the purchase was unconstitutional and void, for lack of valuable consideration where States are expressly prohibited from making any Thing but gold and silver Coin a Tender in Payment of Debts. U.S. Const., Art. 1, Section 10. Now the sale may be void for another reason, because Kendrick D. Cowley does not hold public office. He did not file his oath of office with the Salt Lake City Treasurer, a criminal violation of the Laws of the State of Utah. Organized criminal conduct pervades the nation, the state, the county and Salt Lake City. Politics in Utah is almost totally corrupt because of the falsified coins, notes and bank credit used as "money" by those persons acting in rebellion against the Constitution of the United States and the Constitution of the State of Utah, who ignore the law even when they are clearly informed concerning it. No lawful money of the United States has been appropriated in the State of Utah for more than 29 years. 29 years of unofficial misconduct have led to 29 years of ignoring the Constitutional laws of the State of Utah, and the Constituional laws of the United States.

Now the leaders of The Church of Jesus Christ of Latter-day Saints and the people of Salt Lake City are at a point where their decision is either to cut the last thread to Constititional law in the United States of America, right here on Main Street in front of the House of the Lord, and continue to destroy the Constitution, or have a mighty change of heart, and finally take action to befriend that law of the land which is constitutional and regain their right to vote by certifying they will no longer act in rebellion to the Constitution of the United States and the Constitution of the State of Utah?

This was originally prepared and scanned 15 July 2003 A.D., and modified last, on 25 July, 2003 A.D., after the original oath for Kendrick D. Cowley designated the office as CITY RECORDER which was not shown on the computer image shown below, obtained July 15, 2003 A.D.

Kendrick D. Cowley is shown as the person who notarized the oath of office for "Ross C. 'Rocky' Anderson, but the certificate does not show to which office the oath relates or what office it was filed in or when it was filed. The Oath certificates for the City Attorney and City Treasurer are also defective, neither has a filing date or place indicated.

Photocpies were obtained by me on July 22 and 23, 2003 A.D.,and will be scanned in below. It was reported that Tyrone Medley administered the oath of office to Ross C. Anderson at about 1:30 P.M., on January 3, 2000 A.D., but there is no oath filed reflecting that public ceremony, which is further proof that the public ceremony and the filed oath of office do not necessarily relate to each other.

The subscribed oath is essential to holding public office, the public ceremony alone is insufficient under Constitutional Law, which requires the oath to be filed before performing the duties of the office.

These are not mere technicalities. These are flagrant violations of the law, like using false notes and false coins and false credit in stead of gold and silver Coin.

These flagrant violations in the administration of false laws with false money by persons who have not qualified for public office, or who are prohibited from holing public office for rebellion, insurrection and treason because they use false notes, false coins and false bank credit to overthrow the Constitution of the United States of America, in violation of 18 USC 2381, 2382, 2383, 2384, 2385, 2386, and Amendment XIV to the Constitution, they have denied themselves, as such rebels, of the right to vote or hold public office.

This is where the people and their leaders in the United States stand today. They, even the best of them, are in all out rebellion against the Constitution of the United States, except for the one who has written this notification. It is upon this fine thread that the Constitution hangs, on the very verge of destruction, with the nation on the brink of ruin. Will you seek to cut that thread, or will you humble yourself before the God of this Land, who is Jesus Christ, and seek to strengthen it, by immediate repentance, faith and prayer.
